David P. Raccio, Senior Vice President and Director of SBA Lending, covers the state of Connecticut as well as Western Massachusetts and Vermont. Prior to working at BDC, Dave spent two years as the Vice President of SBA 504 lending at another CDC and before that spent 15 years with the State of Connecticut, Department of Economic and Community Development, as a senior loan officer where he focused on providing financial assistance to industry clusters such as aerospace manufacturers, plastics and metal manufacturers, insurance and financial services, and bioscience companies. Dave graduated from the University of Connecticut with a B.A. in Political Science.

Nancy Gibeau, Senior Vice President / RI Director of Business Development, covers southeastern Massachusetts, the state of Rhode Island and Connecticut. Nancy has over 25 years of experience in banking and lending, and completed course work with RMA (LORS Program), Babson College School for Commercial Lending, and NAGGL (National Association for Guaranteed Government Lenders).
She previously served as the Senior Manager of Lending Services for the New Bedford Economic Development Council where she established an SBA Micro Loan Program through the assistance of the U.S. Small Business Administration (SBA) Massachusetts District Office. The result was numerous grants to the City for technical assistance and the funding of programs such as “MBA in a Day” for small business owners. Prior to that, she was a Small Business Lender for Compass Bank for Savings providing 7(a) and direct loans to the fisheries industry.
Nancy received two awards from SBA including the Woman in Business Champion Award for Massachusetts as well as for the New England Region.
Nancy graduated from the University of Massachusetts at Dartmouth with a B.S. in Management and is fluent in Portuguese

Ryan Johnson, Vice President, focuses on the areas of Eastern Massachusetts, Southern New Hampshire and the Merrimack Valley. Ryan has over 15 years of diverse lending experience, most recently serving as a Sr. Relationship Manager at Citizens Bank. Prior to that Ryan was the Chief Lending Officer at First Commons Bank, and Co-Founder of the Sports Advisory and Finance Group at the CIT Group. Ryan attended both Boston University and SUNY – Stonybrook where he earned his B.S. in Business Management. Ryan then went on to complete a graduate program in Finance at Harvard University.

Matt Brothers, Vice President, focuses on new business development in the areas of Massachusetts, New Hampshire and Connecticut. Matt has over 15 years of commercial lending experience, most recently serving as a Commercial Lender at Rockland Trust. Prior to that Matt spent time as a Commercial Banker at both Bank of America and Citibank. Matt attended Brandeis University where he earned his B.S. in Economics. He lives in Lunenburg, MA with his wife Laura and twin boys Wesley and Charlie. Matt enjoys spending time with his family, being outdoors and volunteering.

Lauren Franco joined BDC as Vice President, Business Development Officer in 2022 after a seven year career in banking with TD Bank. While working for TD Bank, Lauren gained experience with Small Business, Commercial and SBA lending, including formal credit training. During the SBA PPP program, Lauren was instrumental in assisting small businesses with funding, as well as training others within the bank to process PPP loans and applications. Lauren will focus on new business development for SBA 504 loans in the areas of Connecticut, Western Massachusetts and Vermont. She earned a B.A. in Finance and a Certificate in Banking from Florida International University. Lauren currently resides in Glastonbury, CT, with her husband Tom, and their dog, Sami.

Michael is Director of Marketing and oversees all marketing and business development strategies throughout New England for BDC’s diverse product lines including the SBA 504 loan program.
Mr. Topalian’s experience includes over 25 years of lending and service to the New England business community. A senior financial services manager with strong P&L performance, Mr. Topalian has proven financial, sales and marketing experience in the financial services industry. Prior to joining BDC Capital, Mr. Topalian served as Senior Vice President, Sales and Marketing of Bay Colony Development Corp., and Senior Vice President of Bank of America; Milford National Bank and Trust; and TD Banknorth. Mr. Topalian began his banking career at Shawmut Bank in 1989

Carol Cedrone Brennan is the Director of Business Development for BDC Capital. She is responsible for keeping the BDC Capital name before the business, banking, and investment communities. Her primary focus is on BDC Capital’s asset-based lending, term debt, and mezzanine financing throughout the six New England states, as well as the Massachusetts Recycling Loan Fund and business development for RI Capital Corporation. Carol is also a board member of the New England Chapter of the Risk Management Association (RMA).
Carol has been with BDC Capital since January of 1998. Her previous professional career included positions with a finance and marketing consulting firm, an injection molding company, and a computer manufacturer. She earned a B.A. in finance from the University of Massachusetts at Amherst and a master’s degree in management from the MIT Sloan School of Management.

Beth Chea joined BDC as Vice President, Business Development Officer in June 2024. Beth has over 20 years of banking and SBA lending experience, most recently serving as a Business Broker. Prior to her most recent experience, Beth worked in SBA lending groups at CIT, TD Bank and Wells Fargo. Beth will focus on new business development for SBA 504 loans in the areas of New Hampshire and Eastern Massachusetts. Beth is an active member of New England Business Brokers Association, XPX, AM&AA and has been involved in NAGGL as the Region 1 Chairperson. Beth is a graduate of Northwestern University where she majored in Economics and played Division 1 Field Hockey. Beth currently resides on the Seacoast of NH with her spouse, 13 year-old son and two Labrador Retrievers.
